Uygulama Süreci ve Uygulama Aracı Seçiminde Etkin Kriterler

Yerleşme alanlarındaki gelişmeler, imar planları ile kontrol altına alınmaktadır. Planların onaylanmasını takip eden süreçte plan uygulamaları, etaplar halinde yapılmaktadır. Plan raporlarında belirtilen etap ve süreler içinde uygulama (planın hayata geçmesi); planın amacına ulaşılması açısından önem arzetmektedir.Uygulama sonunda, sosyal ve kültürel donatı alanlarının kamu eline geçmesi, hedeflenmektedir. Ancak uygulamada karşılaşılan en büyük güçlük bu aşamada yaşanmaktadır. Bu nedenle planlama süreci analizleri arasında, uygulama aracı tür ve yönteminin araştırılması önemli yer tutmaktadır. Çalışma kapsamında plan uygulama araçları ele alınmış, nüfus ve yapı yoğunluğunun uygulama araçları ile ilişkisi incelenmiştir. Planlama sürecinde, plan uygulama araçlarının belirlenmesinde etkin olan unsurlar ve ölçütler, örnekleri ile irdelenmiştir.

Developments in the settlement areas are taken under control with the zoning plans. In the process following the approval of the plans, the plan applications are carried out in stages. To be able to achieve results, it is crucial to implement the plan within the stages and time periods specified in the reports. At the end of the implementation, the social and cultural reinforcement areas are aimed to be brought to the public. However, the biggest difficulty encountered in this practice is experienced at this stage. For this reason, researching the application tool type and method has an important place during the planning process analysis. Within the scope of the study, implementation tools of the plan were discussed and the relationship between population and structure density and implementation tools were examined. In the planning process, the elements and criteria that are effective in determining the plan implementation tools are examined with examples.
